Aha!  Thank you Ed for the clarification.  So no on air relaying of CEAS. 
Well, that means they assume one point to many points over a network not 
controlled by government or broadcaster is more reliable transport.  That is 
quite different than our approach.  When I designed the original Vermont EAS 
system it was based upon multiple RF pathways to every station in the state 
with the LP's also on a wire-line network.  Both daisy chaining and 
monitoring hub and relay sources, NWR & LP's were in my plan.

Ira - The 8 second Canadian attention tone is not an EAS header - these are 
tones originated by the broadcaster. The Canadian system is completely CAP. 
In fact, the attention tone is generated in the EAS device.
