Clay - I believe that those dealing with the issues - including the FCC and their advisory body CSRIC - have been focused on national level issues.  So while many of us are hopeful that a rulemaking on a national level "000000" geocode may be shortly forthcoming, I would a happily surprised to see a determination on all-state FIPS standardization. 

I don't recall any recent substantive discussion about the state level geocode issue that Sean notes, at least on the record or within the Advisory Council.  The Commission's recent admonition against wildcards may effectively serve as clarification, however.
