[EAS] ALL USA FIPS CODE; converter boxes

Adrienne/all - The DASDEC and One-Net platforms currently support the 000000 national geocode, as well as standard FIPS for alert recipients.  This applies to all software versions from 2.0 through present.

(000000 is not available for state/local EAS or CAP alert origination, of course).

Depending on the content and timing FCC's final rulemaking, we'll determine if any additional update is warranted for v2.6, or for a subsequent scheduled release.

As always, any update (if needed) would be available for the DASDEC-I, DASDEC-II, and OneNet.

Also, a minor clarification to a comment on FCC/FEMA not allowing CSRIC surveys.   That wasn't FEMA - this is a limitation of Federal working groups under FACA in most circumstances.
