I wouldn't cut it that close.
Machines typically, unless set otherwise set to do so, cut off at 2:00.
Our LECC recommends keeping alert messages at no more than 1:40, as I recall.
This helps prevent a message from being cut off early.
Since you are talking CAP vs In-band alerts, this may allow for running messages right up to the limit.
But I can't speak to that.
When EAS first started, our NWS would include the generic tornado safety tips within the TOR.
The message often exceeded two minutes and got cut off early.
I recommended to only include the information that was specific to the actual warning.
And if they did that they usually had time to repeat it at least once as a part of the TOR message.
Then run the tornado safety tips after the TOR is finished.
They normally play and repeat the safety tips regularly and often while in a tornado watch is in effect.
I have extended the cutoff time in my SAGE by an additional 20 seconds or so.
This prevents my box from being the cause of a cut off message.
But it really does no good unless everyone does it.
