information and can be found.
In the People's Republic of California they are all on line.

The state plan describes the State Relay Network and the radio system
called California Law Enforcement Relay System (CLERS). Any scanner
resource lists the CLERS frequencies.
(Note: Last year the CLERS network was unfunded. But the plan has
not changed and my guess is that CLERS receivers are still in service
and connected to EAS decoders as required by the plan. The state
plan also doesn't mention CAP.)
How EAS works is completely explained in FCC R&R Part 11, readily
available from the Government Printing Office website.
My guess is the only reason why there haven't been obvious hacks is
that there is no money involved.
The issue is not IF but WHEN.
