[EAS] Mountain Time Zone - No CAP RMT

Doesn't make sense.
One guy misses an alert, and within the hour the whole time zone knows about it.

If it's to see who's paying attention, they're using the wrong event code.

Perhaps this is a rolling miss, one week its Mountain, another week Eastern, Pacific and so on.
Then follows the rolling surprise inspections.
If you haven't properly logged the missed alert, there will be yet another surprise.
Gotta pay for the Holiday Party somehow, can't use tax revenue.
