Well...therein lies the rub with all of this.  Who is going to pay for what?

One of my peeves with many licensees is they think the license is a simple
piece of paper with all kinds of freedoms to generate revenue and no
responsibilities.

The license does carry a great responsability. Nothing could be higher
than the well being of this country's citizens during times of duress.

As much as I chide Canada's sometimes looney radio regulations, they do
have one thing right....licensee responsability and teeth within their
regulatory system to insure the public's interest's are met.

If station owners claim they can't make money by performing this very
basic of public service, particularly if they have a channel and power
level to which that service is of great coverage, then maybe that station
should not be in operation at that power level...or at all.
