I think that will not go over with the handset makers.  They already have
FM receivers in the handsets for overseas markets. So far, US carriers are
reluctant to enable them. But they're widely used overseas. NOAA NWR is a
USA only system and would require a significant modification to the
handset design to include such a band.  And the carriers are all ramping
up their WEA messaging which in some ways is better than the NWR.  It will
cover locations where there are no NWR TX's.
