I am just going to comment on one point Ray raised.

The Primary Entry Point network whose function is to propagate the EAN code was brought into being as a way to reach as many people as possible when all else fails to help keep us together as a  function of what is called government continuity. This last ditch communications means, though not a perfect answer, should be enhanced and preserved 'just in case."
