        Ahhhh!  Now you have reached the other aspect
        of why the current IPAW/CAP system did not
        listen to users before it was adopted. 

        1. While it could - and probably should be - implemented
        for all state and local originations, it is the EAN
        that is nationwide - and should be patched first.

        Once that is proven, it can be implemented on the
        state/local level as practical.

        2. Alternative EAS paths should be in place by now,
        VHF, satellite, SCA on Non-Comm stations, for 
        example. 

        Relying on the Internet alone was a bad idea
        four years ago when a FEMA person did ask:
        "you don't suppose there are any stations without
        wideband?"

        Relying on the Internet alone was a bad idea
        during Sandy (and other similar situations from
        the fires in Colorado to tornados, where loss of
        power killed Internet service, often even before
        cell towers ran dry.
