A bit more brainstorming based on Mike's and Ray's, comments.
Does something like this make sense?

Two incoming EANs via CAP/IPAWS and OTA, both with a national location code will trigger a relayed EAN from stations that also contains the national location code. If the EAN with the national location code comes in from only one source, it triggers a relayed EAN but only with the local location settings. If the code was bogus, and relayed it would be kept within what ever area the stations have programmed in for their local area.
At least it might keep it corralled somewhat to a specific area or market, and if it is an actual alert, the public is still warned. 

I don't know if this can be easily implemented or is even a good idea, it is offered as food for thought for those who better know the intricacies of EAS workings inside the boxes.
