Some clarification.

I suggested a weekly code to be circulated with the RWT. The concept
really would replicate the Red Envelope in that the same verification code
is circulated nationwide. Or one which can be circulated to all
participants in a given time zone or state as part of the RWT. That would
insure that if the system was hacked, the breach would only impact a
section of the USA and not expose the entire country. But it's done weekly
through the RWT.

I also suggested the verification duration could be two (or three) rolling
weeks. This would allow that if a RWT is missed, the box can still perform
it's stated function.

The suggestion of a station by station code is not mine.  FWIW, I think
that would require a level of Kerobos not readily achievable for this
application.
