Let's be plain about it - we all have financial interests in EAS. All of
us. You and me. And Uncle Sam. Positive and negative. You, your boss,
your government regulator, your manufacturer... As producer and consumer,
issuer and recipient of fines, heck, even the government staffer that has
budget (and salary) to justify. That's just reality.
If you are blithely waving the financial interest argument at me, well, you
truly have no idea who I am.
Manufacturers are key participants in virtually every other standards
discussion. How did key interoperability standards emerge in the broadcast,
telecoms, the IP space ... though discussions between and among
manufacturers and other key stakeholders. You want an ATSC standards
discussion without Gates Air, Zenith, et al. at the table. Best of luck
with that. Wireless standards discussions without manufacturers from Tx
plant down to the handset level? Best o' luck with that as well.
Manufacturers are standards stakeholders. Manufacturers are EAS standards
stakeholders. Period.
A government standards discussions without manufacturers as stakeholders
would also be ill advisedl? That's not gonna happen with big ticket
systems. But, sure, it could happen with EAS, since the manufacturers are -
for the most part - small potatoes. But not good practice, and frankly
pretty unprecedented outside of wholly government-owned, government-run
systems.
Oh, and bottom line - the whole EAS to CAP translation schema emerged
organically, from EAS manufacturers, as a recommendation to government.
Which they then accepted. Just the facts. Does the translation schema need
further refinement? Quite likely. And who's going to do that?
Manufacturers, with input from other key stakeholders.

If there's a chance for a band-aid approach to EAS, any and all opportunity
should be taken. If it's in the realm of nothing more than a firmware update
across the board (which a majority would be, maybe some new EEPROMs for the
older equipment).
