Must be blessed in my area as well.  While there are likely times when 
there was a short outage I wasn't aware of, in 20 years or so I've been 
involved with the LECC and SECC, I'm only aware of one outage of the 
local NWR... and that was due to an extended power outage (fire took out 
several miles of power poles) followed by a backup generator failure.  A 
tech was sent to deal with the generator issue essentially immediately.

And we have long had a great cooperative relationship between the 
broadcast (and cable) communities and the various relevant agencies at 
the state level.  At the local level, while there generally isn't any 
animosity, both sides could do a better job of communicating with each 
other regarding EAS.  I'll accept my share of the blame on that front.  
In any event, that just leads to some underutilization of EAS due to 
ignorance, rather than road blocks per se.
