[EAS] FCC Seeks Comment on Multilingual EAS

When they are off the air and underfunded. Public emergency alert is an unfunded mandated so far and has been so for about 70 years. NWS funding allocation  seems to be inconsistent based on location  so I would have to hear that transmitter before I would believe it. They have bigger fish to fry.  If the TX is off air, how is that different from some small AM off air or is it worse?
