WHOA - Where in the world do you live ?????

I hope your are talking about the National level  - and not the State or
local level.

I have been the Chair of the Washington State EAS Committee (SECC) since
1996  and in our work we don't have any issues with 
Bureaucrats or Politicians and Broadcasters role in EAS Policy is not
shunned but is welcomed.   

If this is the case where you live - I am very very sorry.    I would hope
you would find the courage to do something to fix it.
