What, and are stations that don't have news department suddenly supposed to have news departments that can follow up on EAS alerts?

What are they smoking in Washington? Or is this a deliberate attempt to shut down broadcasters?

This crazy thinking reminds me on a curious paper I read some years back when we were having a beef shortage. The paper touted goat as the ultimate replacement for beef-- easy to raise, high feed-to-weight ratio, and goats will eat just about anything in the way of feed. The conclusion was that "the better cuts of goat would be sold to consumers at inflated prices. The lesser cuts would be processed into 'goat bars' and given out as a protein source as part of school lunches". In any case, I can't remember how long I laughed uncontrollably, but it was a while. This EAS proposal seems to me to be just about as bizarre.
