[EAS] How to log the Indiana Tornado Warning Error

If it came from WLS, it was for Illinois only. WLS doesn't program any 
of their alerts for NW IN. despite them being the alternate LP source 
for the NW IN. operating area.  This was done more for PEP than anything 
else best I recall when the plan was being created. Oh...and there is no 
LP2...  We're  monitoring the LP2 from South Bend with the approval of 
the SECC and concurrence of the FCC.

If you are in Indiana (as is one of my stations), attach the note from 
Al Kenyon and move on....
