[EAS] OOOPS--change...

Let's change the thread name as this doesn't appear to be a NWS OOPS. I've
dug into my log and there appears to be a new source on the state's closed
circuit this year relaying many things in a confusing manner.  Not sure of
the identity.

There is clearly much much more to this matter.....
