        This may or may not make things clearer. 
        An article circulating on Fox and Yahoo
        indicates the IN stations received the TOR 
        with a datestamp 107s old.  The NWS is 
        investigating ... apparently, not only did
        this go out on broadcast stations, but cell
        phones carried it, too.

        We may find out more, if someone from
        NW IN shares their EAS Logs.

        We could speculate someone ran an 
        old recording. But we should get some
        more data before starting a long discussion
        of "perhaps."
