Where the real carrot and stick is needed though is for tight-fisted broadcasters, who don't see EAS (If implemented properly) as something to spend money on. Especially for commercial broadcasters, all that matters is the bottom line.

There actually is a "carrot and stick" for CAP EAS. It's the WEA or Wireless Emergency Alert. It's the closest thing Emergency Managers have right now to the Holy Grail of personalized, individual and direct warning messages. They get that with CAP technology and that sets them up for EAS.
