I read the NPRM and I can see how this may improve the Federal level EAS.

Where the discussion got sidetracked was the other levels -- and, in 
my opinion -- the much more important levels.  And those levels are 
not under the purview of the FCC.  One might consider that the state 
and local levels should function much better without Federal mandates 
and bureaucracy.

At the local and state levels there is no carrot and no stick.  Some 
agencies have their act together and realize that EAS and CAP are 
useful tools.  The rest don't.

I am not wise enough to suggest what should or can be done.  What 
might work for one area could be the worst possible concept for another.
