That is a flawed assumption. First, if the power is out the vast majority of the population will hear nothing unless they have emergency radios which most don't. Secondly, I can not see all the satellites malfunctioning at the same time unless a catastrophic event has already occurred negating the need for a President. Also, FEMAs 1950s PEP system is likely to fail before everything else, just look at how poorly the test was.
