[EAS] New EAS NPRM now posted on the EAS Forum Website

I am correct to the extent that the commerical/sponsorship can't simulate
or copy the alert tones. What I'm not reading here is the direct adjacent
prohibition. Such as coming out of a TOR, "The preceding weather alert
bulletin was brought to you by Fred's Insurance. (sponsor jingle)".

While alerts can be adjacent to commericals (think the back end of a
stopset for a RWT), the commericals can't relate to the EAS message
function or message.
