[EAS] CAP EAS Geography Problem

We'll pass on #2 to our stations and see what results. We are working on #3
by going through the current "mutual aid" agreements between Nevada and
California. California does not have CAP technology so now the Nevada
emergency officials we've trained up to speed on CAP are having to explain
it to their counterparts in Eastern California. 

The next challenge relates to the way the various EAS boxes react to the use
of the All Nevada FIPS code when the activation is meant only for one
county. Still ironing out that one...

We are finalizing our arrangements for the JITC visit. Does the Metro go out
to Indian Head or do we need to plan on driving there?
