[EAS] CAP EAS Geography Problem

This may be a dumb question.....in Fl we have an EAS advisory board with various Broadcast, EOC, Telco, etc. Represenitives.
They keep the plan updated and run the RMT schedule for different areas. But according to my area board member IPAWS aggrerate input assignments are FEMA's deal.
Now the LP1 and LP2 in this region do have two decoders one for Fl. and one for GA. Since both LP's cover S. Ga. Counties.
WFSU our primary is on a 2000' tower in Metcalf Ga. With studios at FSU in Tallahassee. WTNT is 3 miles S of the line. And the NWS office in Tallahassee handles S. Ga.
But other than the decoder situation FEMA is dealing with IPAWS aggragate applications and area coding.
The State EOC can code for both states, in fact we think they are able to code anywhere.....I shall visit them today and see if I can get a tour of our new facility.
Thank you for bringing this up I actually have a good excuse to go by and visit.
