[EAS] CAP EAS Geography Problem

Just a question  to resolve my curiosity demon, so take pity on the ignoorant.....In Fl. our state EAS plan assigns the LP1,2 & alternate monitor stations and the FIPs code for the counties that the station relays for.
I use GR CAP-DEC units I have a unit with FIPs for entire state of  FL and GA but I only get one weekly test since it is coded for every state in EST.
But we get Amber alerts from GA  and FL
Is this not possible with other boxes ?
BTW I have no idea why but the only issue we have ever had that missed a test was having a previous Java version hanging in Windows reg.
This box runs an embedded version of Win7
