[EAS] Missed IPAWS RWT

While I am not fond of the idea of automatic updates, Dave's idea has some merit.  Perhaps a way the box could indicate that a certificate was expiring and information on obtaining up dates would be good.  If this were done perhaps 90 days before the expiration, even the smallest stations could have time to get it resolved without missing anything.
