[EAS] Missed IPAWS RWT

Harold,

Just did 6 units...and found a few things.

You must upload 89.6 firmware separately from the certificate upload. Two
very different uploads. Don't confuse them...and that fact is not clearly
advised in the firmware release notes.

I uploaded the certificate and they appear to have taken. But I also found
out after the fact that the firmware revisions remained the same.

But am I correct in stating the units should be at 89.6 ***prior*** to the
certificate being loaded?  Or does it matter which order the items are
loaded.
