[EAS] No TOE for WEA

1. Maybe WEA SHOULD be in the purview of EAS. If so, SECCs appear to be in
the best position to provide an organizational umbrella.
2. The purpose of EAS is to save lives, and TOE has been an approved EAS
event code for quite a while. If you're having a heart attack and can't
summon medical help, dead is dead.
3. Shouldn't EAS and WEA event codes be as consistent as possible with each
other?
4. I'd be interested to know the rationale for prohibiting the use of phone
numbers in WEA Alerts.

I think you could make a pretty good case for a 911 outage being a life
threatening situation if you're having a stroke or heart attack, however, I
understand that reasoning. And while WEA is not in the purview of EAS it is
those of us in the EAS community who are having to explain WEA to state and
local emergency managers. There are no state or local WEA committees or
chairs and no one from the cell phone providers is training emergency
officials in how to use WEA. It would be nice if the WEA "rules" were all in
one place.

Many years ago, at a different point in my varied career post-Clear Channel
I had the opportunity to sit in on meetings associated with Commercial
Mobile Service Alert Advisory Committee when many of the early decisions
were being formulated. As I recall the intent was to limit what we now know
as WEA to warnings of events possibly causing imminent risk to life or
property. A 911 outage is a secondary danger/risk to life or property, not a
