[EAS] No TOE for WEA

Many years ago, at a different point in my varied career post-Clear 
Channel I had the opportunity to sit in on meetings associated with 
Commercial Mobile Service Alert Advisory Committee when many of the 
early decisions were being formulated. As I recall the intent was to 
limit what we now know as WEA to warnings of events possibly causing 
imminent risk to life or property. A 911 outage is a secondary 
danger/risk to life or property, not a primary risk in and of itself. 
Besides, there is a prohibition against including a phone number or URL 
in the body of a WEA message therefore you could not distribute a 911 
alternative number via WEA.
