[EAS] Waviers

In Nebraska the SECC has applied for a waiver again this year.  Years
ago the Omaha NWS attempted, but the FCC said the request must come from
broadcasters.  

This is very controversial.  We used to have two TOR tests in the Omaha
Metro because Iowa and Nebraska did it on different weeks.  We have that
coordinated now.  

It is common for Broadcast TV, Cable and local Emergency Managers to NOT
run the TOR test for various reasons.   It has value for radio stations
that talk about it on air in a positive light.  It is good to encourage
schools to have a Tornado drill in response to the weather radio.  A LOT
of Public Relations is needed or the waiver tends to be more hurtful
than helpful.  I think it is good that the FCC makes us think about it
and promise to do PR.

Check with your state broadcasters association. They're the one
typically filing the request for the waivers. Waivers like this are
generally not published by the FCC since they're typically informal.
Nor do they have docket and/or file numbers.
