Right on !

Need to remember that the EBS system was pretty much designed for manned
operations....
The major reason for the change to EAS was to permit broadcasters to
operated un-attended.
An un-attended broadcast station can hardly be responsible for something
that passes through
An FCC approved device.   As they say ...Gigo.

Again - This is WHY we test.   

Our experience here in Washington State as they when there is a goof on the
input end, a great
Deal of effort needs to take place to help the party fully understand that
they are launching an ICBM
And....If it takes two people to launch it to better assure it will not be a
false launch ...SO BE IT.
