[EAS] False Alert Sent

I know what a CAE (Child Abduction) is ....what is a CEA?..

As far as I know  - We don't have any Alert Codes ...only Event Codes.

On the 6th, an EAS Alert (CEA) was sent out over Hawaii EAS boxes to the
general public.

While their claim was that it was only a test - they did not use a test
code, they used an ALERT code.

To my understanding this practice is illegal, is it not?  If it is illegal
to send false signals (like an SOS) over the airwaves, and I believe there
is specific wording in FCC documents that say it is illegal to send false
EAS alerts, how does a station that is setup for autoforwarding of alerts
keep from sending false alerts once they are sent by another station,
triggering our own, and what paperwork now needs to be filled out concerning
this?
