[EAS] Delayed sending RMT request

Always good advice Mike.  I'll continue to run the RMT soon after sign on 
just to be safe.  That's how I've done it since the beginning.  An FCC 
inspector, and two inspections by an alternative inspector were happy with 
that.  Of course I review the logs weekly, and log any anomalies.
