[EAS] Delayed sending RMT request

Everyone,

Please note that my comments:

Are two separate statements and should not be taken together.
The second part was removed from accompanying context as it progressed through the thread.

The second part is quoted from the NEBRASKA EAS State Plan.
You should not infer that this applies to everyone.
Please consult Part 11, your specific state plan, the EAS handbook, and/or legal council on this matter.
