[EAS] TV in State EOC's

Anything wireline into an EOC may suffer operational deviations or
aberations in an emergency. Particularly anything IP. A regional situation
of significance at end being monitored may render the web in an overloaded
state and streaming video subject to random drop-outs or outright failure
if the routes are severed.

I can't speak for the TV's orignating signal to the cable folks (including
the satellite feeds), but at least the EOC can control their end of the
link by receiving it by satellite.  One would thing FEMA would have an
interest in some sort of master receiver for their control center to
monitor anything anywhere.

The state's attorney general may need to intervene on behalf of the state
to get Dish and DIRECTTV to recognize their DMA policy applies only to
non-gonvernmental use. In this case, there is an official reason to
monitor media for public safety and response purposes.
