How do you figure that?  It wouldn't be hard to configure the signal chain for the web stream to do PPM without EAS.  Furthermore, Nielsen provides separate PPM encoders for web streams.

The question of EAS on web streams is more philosophic than technical.  Do you want your web listeners to hear emergency warnings?  At the station I work for, the answer is yes.
