[EAS] streaming of your radio station

We checked with Nielsen (then Arbitron) a few years ago and they advised
EAS wasn't necessary for combined reporting. That may have changed under
new ownership. But we've not asked either.

Of course, if the station is splitting and covering any "national" voiced 
spots, it's a moot point as they should be seperately encoding the stream.
