[EAS] EAS subscription notification

Charlie invited me to talk about EAS at a Montana Broadcasters meeting several years ago. Great time, great venue, great audience! Charlie and I enjoyed a great hike in the mountains. Charlie's dedication to warning improvement is one of long standing.
