[EAS] Lat week's missed CAP test

If I recall correctly, the FEMA tests don't fall under the rules for EAS
assignments with regard to once a week followup for non-receipt.
They are provided as a courtesy for confidence testing. (Note the
lack of an RMT at all from FEMA just like no RMT from NOAA/NWR
stations).
At the start, FEMA was sending out RWT events almost every weekday
and continued to do so through the first week of July 2012. FEMA was
ostensibly planning to terminate the tests altogether, daily or otherwise,
but decided to go to once per week. (Affirmation, or dissent?)
This once-per-day procedure was for the benefit of the various entities
setting up their CAP compliant boxes and was intended to give frequent
repetition, thus some assurance that the connections and equipment
were, and continued to, operate properly.
Most CAP compliant boxes bark out an alerting e-mail the moment the
box detects a loss of connectivity to an IPAWS server which makes an
RWT mostly redundant.
That being said, I do like noting the log entry during my weekly
review.
