[EAS] National Weather Service Message Flooding

Couple things.

NWS TX"s are not controlled by multiple WFO's.  However any given TX's 
coverage may spread across counties serviced by mutliple WFO's. The feed 
to a TX orignates from a single WFO however. Also, no counties are 
shared across WFO's best I'm aware. So any given county's message will 
originate from a single WFO. Even the really big ones.

I feel the issue of not knowing whether I'm located in a given county 
when warnings are issued while  travelling.  If I feel uncomfortable (I 
am quite geo-aware when I travel), image the rest of the non-technical 
public when they're out an about and hear a tornado or flash flood 
warning being issued.
