On the silo coment yes there maybe silos at a local/state level but the way I view it there are not any silos at the federal level they have simply said whose is in charge of originating weather and civil messages.
And as I've seen said on this list that some of the message flooding is due to multiple WFOs in charge of a WXR transmiter than that is a NWS structural issue as their should'nt be multiple WFOs controling a transmiter
About some of Johns comments on peoples location awarness, this is NOT an issue that can or should be address through the EAS, this is a serious CULTURAL issue. There are plenty of means through which people can be self aware of the location be it GPS or good old fashion maps!
