[EAS] EAS/IPAWS is ripe (and overdue) for disruption

My 2 cents worth here, John and all:

While "we" might want to get rid of the "unfunded mandate" label for EAS, the audience, managers and program directors in many parts of the country feel that goodly chunks of their programming has been displaced by a flood of uncoordinated NWS weather warnings. For EAS participants that must run EAS in the "automatic" mode, this includes random interruptions of programming and commercials.

This reality must now be addressed and fixed both within and outside of the NWS.

Maybe then we can get back to promoting a public service warning model, but not before.
