Yes, Mike, I understand this challenge and the county-based solutin -- the problem I see, however, is that the warning folks shouldn't need to manually create a special "just one per FIPS" message for broadcast and a different "polygon" for other delivery methods.  If we can figure out a way to let them easily define a "don't make another broadcast alert for this county if it has gotten one in the past /n/ minutes" when adding a polygon or something similar so that they can still define polygons but understand the impact, I think it would be better for all involved.
