[EAS] National Weather Service Message Flooding

Here in Florida Eas operational area 7 our LP1 receives the NWS alerts and re -transmits the same messages using their Eas encoder. This is part of our area EAS plan.
In turn, WEFS-TV relays the messages sent via our Lp1 -- filtering out the two counties sent via our -- LP1 which overlap another area in the state of Florida. This is allowed for in our area EAS plan.
That is what our area does to limit messages from the NWS since we have three NWS reporting stations in our area.
