Yes! That is the normal default for an EAS box to return control to a station if it has not received a proper EOM.
I recall that it is adjustable in the machines. I think it is more of a "protection for stations" feature than it is anything in which the FCC has much interest.
So you probably won't see it in part 11. The EAN is the only alert that overrides the two minute (or how ever long) reset.
