[EAS] CAP EAS Logging Question

Indiana is genrally eastern except for has two areas based on metro 
affiliation where they are on central. North and South Dakota, Nebraska, 
Kansas all split between central and mountain. Michigan, Kentucky and 
Tennessee split for eastern and central. I'm sure there are others, but 
those are off the top of my head.
