[EAS] CAP EAS Logging Question

There is a limit of I think 32 location codes that can be sent at a time so they have to split it somewhere. If an EAN goes out all units will forward without regard to location.

Hi Barry,
It all seems to have been made more complicated than necessary.
Why can't FEMA send to everyone at the same time?
For instance, 11:05 am Eastern.
Central gets it at 10:05
Mountain - 9:05
Pacific - 8:05
Alaska, Hawaii, and "the colonies" per their respective TZ'z.
Isn't that how they would issue a real alert, all at once?
Why do something different for tests?
It seems that it really isn't a valid test then.
