[EAS] CAP EAS Logging Question

All,

After further review of my logs, it appears that the FEMA CAP tests we receive from various counties that we do not monitor do not have ALL of California or ALL of Nevada in their location codes.  I think Adrienne's solution might be the only one at this time that will work.  I do not know how that will affect us receiving and re-broadcasting an alert that ONLY has State of California in its FIPS if it is issued like that.  The experts on this should know the answer to that.

Sorry for the confusion.  We will see if Adrienne's suggestion will work.  Should know by next week.
